SUMMARY:Human Mobility in the Climate Crisis: how German climate policy can address the protection gap
DESCRIPTION:<p><span>The climate crisis threatens sustainable development and the livelihoods of people in many ways\, including through an increased frequency and severity of extreme weather events like drought or heavy rainfall or advancing slow onset processes like sea level rise. They are leading to water scarcity\, decreased crop yield\,&nbsp\;as well as health and sanitation challenges\, putting affected communities under pressure.&nbsp\;As a result\, climate impacts are gaining importance as driver of displacement and forced migration. While the importance of addressing human mobility in the context of the climate crisis (HMCCC) is increasingly being recognised\, also in international climate and migration policy (e.g. UN-climate negotiations\, UN-Pacts on Migration and Refugees)\, there is neither a legal status\, nor a framework adequately responding to the challenges and needs of those who are forced to move.</span></p><p><span>This gap often results in affected persons having little choice but to move\, or being trapped\, with limited or no options to regularise their status when moving across borders. This leads to persons entering and staying in host countries without legal status and\, as a result\, considerably restricted rights and opportunities. While some may cross borders in search of safety and stability\, most persons will be displaced internally within the borders of their own countries\; leaving vulnerable populations experiencing exclusion\, homelessness\, poverty\, and food insecurity.</span></p><p><span>If people were adequately supported in dealing with losses &amp\; damages\, some climate-displaced persons might be able to return once conditions in their places of origin have returned to normal. Others – including those whose homes or communities have been rendered uninhabitable\, or who have lost their livelihoods – will require alternative long-term solutions. But it is safe to say that the conference was a huge disappointment when it comes to the gender negotiations\, which almost completely failed during the conference (from a civil society perspective). Thus\, the hopes but also the stakes are high for this year’s conference in Dubai.</p><p>In order to create a momentum for feminist demands and gender equity at COP28\, the <em>Centre for Feminist Foreign Policy (CFFP)</em> and the <em>Federal Foreign Office</em>\, together with other partners\, will host a high-level\, critical\, and feminist event focusing on the connection between Feminist Foreign Policy and the climate crisis\, bringing together the voices of various feminists from all over the world. This is a key finding of the synthesis report on the technical dialogue of the first global stocktake (GST). The report further points out that transformations - like shifting energy systems to clean energy sources - entail broad\, rapid and often disruptive action. Yet\, systems transformations also present an unprecedented opportunity for social and economic development while reducing impacts on the natural environment.</p><p>The Chinese and German co-hosts of the Sino-German Track-II-Dialogue on Climate Change and Sustainable Development invite the climate envoys of Germany and China\, senior experts and academics as well as industry representatives to discuss what China and Germany in the EU can do to accelerate the expansion of renewable energy as an indispensable element of just energy transitions to net zero emissions. As a result\, agricultural yields have declined\, further aggravating food insecurity and hunger. Promoting the production of green nitrogen fertiliser from renewable energy sources\, combined with measures for sustainable application and soil health management\, has the potential to boost agricultural productivity\, thus reducing dependence on food and fertiliser import\, while promoting green hydrogen value chains.</p><p>Building international public private partnerships and promoting technology and knowledge transfer to harness the power of green hydrogen is a strategic step towards transforming our agriculture and food systems towards more sustainability and resilience. DESCRIPTION:<p>With the adoption of the <em>Sharm El Sheikh joint work on implementation of climate action in agriculture and food security</em> at COP27 a landmark decision acknowledging the role of agriculture under the UNFCCC was reached. The decision has a clear focus on the implementation of the outcomes of the Koronivia Joint Work on Agriculture but also gives room for new topics.</p><p>The aim of this side event is to shed light on the challenges and the ways forward for shaping the transformation of agriculture and food systems\, but also to critically address the needs for boosting innovation\, research and implementation of action on the ground and to showcase how international collaboration can facilitate the process. SUMMARY:Nature-based Solutions meet Circular Economy: cascading use of biomass
DESCRIPTION:<p>The latest IPCC reports draw a clear picture of the important role <strong>nature-based solutions for climate and biodiversity</strong> need to play for achieving the goals of the Paris Agreement. There is growing momentum for Nature-based Solutions (NbS). This is reflected in increased attention and pledges at the UNFCCC COPs\, as well as other initiatives\, policies\, and public and private sector commitments and investments in the last years.</p><p>At the same time\, the implementation of Nature-based Solutions depends significantly on the way we use our land and our natural resources. Biomass production plays a crucial role in this context.</p><p>The availability of biomass is limited and competition for biogenic resources is intensifying\, not at least due to the demand for energy. Exceeding the sustainably available potential of biomass leads to the<strong> </strong>degradation of ecosystems\, additional greenhouse gas emissions\, and limited potential for Nature-based Solutions. SUMMARY:From South Africa to Senegal – Learnings from our Just Energy Transition Partnerships
DESCRIPTION:<p>At COP26\, 39 countries committed to promote green energies and end new direct public support for the international fossil fuel sector by 2022\, amongst them Germany. This is urgently needed\, considering that new fossil infrastructure is at high risk of becomimg the stranded asset of the future.</p><p>A coherent German climate foreign policy supports a just and ambitious energy transition worldwide. This requires a new kind of trustful and long-term energy cooperation. To this end\, the plurilateral Just Energy Transition Partnerships (JETPs) can be considered a key instrument of international climate policy and cooperation. SUMMARY:Strengthening Domestic Financial Resource Mobilisation in Times of Polycrisis
DESCRIPTION:<p><strong>The polycrisis is widening the SDG and climate finance gap. </strong>The annual funding shortfall in developing countries grew from USD 2.5 trillion before the pandemic to USD 3.9 trillion. Yet\, developing countries’ access to international sources of capital is more challenging than ever. It becomes increasingly clear that the Agenda 2030 cannot be met without strengthening domestic SDG and climate financing.</p><p><strong>Channelling more domestic savings into domestic investment holds substantial potential for efficiency gains. </strong>Currently\, significant amounts of domestic savings are invested abroad – often at low or negative returns – in safe\, hard-currency assets\, instead of the local economy.</p><p><strong>Public Development Banks (PDBs) in developing countries can assume a key role in mobilising domestic savings and channelling them into domestic investment. </strong>Domestic PDBs have specific comparative advantages over internationally operating counterparts\, including the provision of local currency finance as well as their proximity to local markets and embeddedness in the national context.</p><p><strong>This role can especially be enhanced with support from Multilateral Development Banks (MDBs) and the development finance institutions (DFIs) of advanced countries.</strong> MDBs/DFIs have a wealth of experience in delivering technical assistance projects and capacity building for banking and financial management. SUMMARY:Time to act – Raising ambition in climate change mitigation through resource efficiency and the circular economy
DESCRIPTION:<p>With the devastating effects of climate change becoming increasingly evident\, curbing emissions fast is imperative to ensure human wellbeing. However\, current Nationally Determined Contributions (NDCs) under the Paris Agreement\, if implemented\, fall short of achieving the global climate targets. A powerful lever to reduce GHG emissions is largely missing from over 70% of Nationally Determined Contributions: The sustainable and circular use of the resources of our common home – planet Earth.&nbsp\;</p><p><br></p><p>The research of UNEP’s International Resource Panel (IRP) has shown that resource use drives all aspects of the triple planetary crisis of climate change\, biodiversity loss\, and pollution.&nbsp\;&nbsp\;</p><p><br></p><p>Similarly\, the climate impact of resource use and the crucial importance of resource efficiency and&nbsp\;circular economy is progressively finding its way into climate science: In its sixth reporting&nbsp\;cycle on climate mitigation\, the IPCC focussed considerably more on the climate mitigation&nbsp\;effect of material efficiency and the circular economy. Particular attention was given to this&nbsp\;topic in the chapters on industry and the social dimension of mitigation.&nbsp\;&nbsp\;</p><p><br></p><p>Science and solutions will take centre stage in this joint event of BMUV\, IRP and the One Planet Network\, which will be opened by high-level political keynote speakers - including&nbsp\;German Minister for the Environment Steffi Lemke.&nbsp\;</p><p><br></p><p>High-level representatives of the IRP and the IPCC will discuss scientific findings on the emission mitigation potential of resource efficiency and circular economy. The event will be an opportunity to learn more about the IRP’s upcoming flagship report\, the Global Resources Outlook 2024 (GRO24). It proposes innovative solutions for decoupling resource use from wellbeing. It will focus on resource intensive systems\, including nutrition\, the built environment\, and mobility\, and how they deliver essential human needs.</p><p><br></p><p>On this scientific basis\, the event will explore concrete and practical solutions to help bring resource efficiency and circular economy into climate policies. The joint UN practical toolbox&nbsp\;“Building Circularity into NDCs” will be presented at the event. To operationalise circular economy and resource efficiency solutions\, it is supporting countries to assess\, integrate\, implement and track circular economy in the context of their Nationally Determined Contributions (NDCs) to raise ambition. SUMMARY:Resilient and inclusive food systems: strengthening climate adaptation for improved global food and nutrition security
DESCRIPTION:<p><span>The climate crisis and the food crisis are inherently linked. As global temperatures rise\, food production becomes more difficult and uncertain due to changes in weather patterns and increased frequency of extreme weather events such as droughts or floods. This leads to long-term negative effects like decreased soil fertility\, poorer health of the people and economic loss.</span></p><p><span>The effects of climate change on food security and nutrition are particularly apparent in poor countries. When food availability is degraded due to changing climate conditions\, there is a higher risk of malnutrition among vulnerable groups and populations who struggle to access nutritious foods.</span></p><p><span>To mitigate the effects of climate crisis on food security and nutrition\, it is critical that governments think and act holistically\, and take the interlinkages of climate crisis and food production into account in political decision-making. Proactive steps and bolt political action need to be taken now towards strategies for climate resilient and future-proof food systems.</span></p><p><span>In alignment with the Paris Agreement pointing out the priority of safeguarding food security\, this event will underline the interdependence of climate change\, food security and healthy diets\, presenting solutions towards climate resilient food systems\, especially in vulnerable regions and for most vulnerable groups.</span></p><p><span>In a moderated panel\, experts and politicians will share their perspectives on needs and gaps regarding climate-resilient and future-proof food systems. There will be a focus on immediate and long-term needs to achieve food security under the conditions of climate change\, as well as questioning what is hampering action and how these barriers can be overcome.&nbsp\;</span></p><p><span>The event further highlights the outstanding role of the young generation to promote climate-resilient food systems. Through an interactive panel discussion\, young people will debate the challenges and opportunities across all stages of the adaptation cycle\, including assessment\, planning\, effective implementation\, monitoring of resilience-building initiatives\, and equitable access to financial resources.
